How We Engineer Fairness
Least-Loaded First
Every assignment prefers the qualified teacher with the lightest current load — not whoever was placed first. Fairness lives inside the generator itself.
Optional Hard Caps
Turn on "Enforce Max Periods" and the weekly cap becomes a rule, not a suggestion — plus a balancing pass that re-hands lessons to lighter colleagues.
Auditable Fairness
The workload report shows assigned-vs-cap for every teacher; the deficiency report names who has spare capacity and where hiring is genuinely needed.
